The Park Rapids Lakes Area Arts Council (PRLAAC) was organized in 2005 "to promote excellence in the arts through creation, education and performance." In 2011, PRLAAC partnered with the City of Park Rapids in earning the Region 2 Arts Council's "Arts Community Designation." In 2019 the name was changed to "Heartland Arts."
